Completions of highways, footpaths and cyclewaysSection 38 Highways Act 1980For a number of years West Oxfordshire District Council has acted as an Agent to Oxfordshire County Council to oversee the construction by developers, of all new estate roads. This was to ensure that when they were completed, they could become adopted highways and be maintained by Oxfordshire County Council as the Highway Authority. In the past, whilst new estate roads were being built the Council has monitored, inspected and tested the roads to make sure they complied with the relevant provisions of the Highways Act 1980. The developer maintains the roads on new estates for the first year following their completion after which they become adopted highways subject to any defects being put right. Once a development has been adopted, West Oxfordshire District Council are responsible for arranging repairs or replacements to street name plates. Before adoption they are the responsibility of the developer, but the Highways Adoptions Team at Oxfordshire County Council are the point of contact. Information for developers From 1st April 2010 West Oxfordshire District Council will no longer be acting as Agents for this work and the responsibility will be passed back to Oxfordshire County Council.
