Cogges Link Road

Oxfordshire County Oxfordshire County Council has submitted a planning application for a new road, called the Cogges Link Road, which would connect Witan Way (near Sainsbury's) to Oxford Hill (at the junction with Jubilee Way) and would run around the south and east of Cogges.

What would the new road involve?
The new road would be a single, two-way road with a 40mph speed limit. There would be a three metre wide footway and cycleway on the north side between Witan Way and Stanton Harcourt Road linking the Cogges Estate to the town centre.

Full funding for the scheme is also in place.The aim of the new £16.4million road is to ease traffic congestion in Witney.

Traffic congestion
The fact that Witney only has one river crossing is a major cause of town centre traffic congestion, particularly on Bridge Street, which is used by around 30,000 vehicles every day.

Pressure on the town's road network continues to increase and studies have shown that the construction of the Cogges Link Road would be the best way to reduce traffic and improve air quality in Witney town centre and on Bridge Street.

Flooding issues
The county council has been working closely with the Environment Agency to ensure that the scheme would not increase the potential for flooding to occur.

An extended country park area, and a new play area would be provided to compensate for the small amount of public space that would be lost as a result of the construction of the road.

The responses received from consultation will be summarised and presented to Oxfordshire County Council's Planning and Regulation Committee when it meets to discuss the planning application in early 2009.

If planning consent is granted, the road could be open as early as 2012. This timescale allows for a potential public inquiry and the acquisition of any legal order required.
