Local Plan 2031 Examination
Submission of proposed modifications - West Oxfordshire Local Plan 2031
The 'Main Modifications' to the Local Plan were submitted to the Planning Inspectorate on 10 March 2017 in accordance with the planning regulations.
In July 2015 Planning Inspector Mr Simon Emerson BSc DTp MRTPI conducted the Examination into the soundness of the plan, however during the suspension of the Examination Mr Emerson retired as a Planning Inspector.
Mr Malcolm Rivett BA (Hons) MSc MRTPI has been appointed to conduct the remainder of the Examination.
The examination hearings will be held in two stages in May and July 2017, as follows:
- Stage 2: 10am, Tuesday 9 May 2017. Please view stage 2 hearing details
- Stage 3: 10am, Tuesday 11 July 2017
All examination hearing sessions will take place at:

Hearing statements - stage 2

Consultation on proposed changes to the draft Local Plan
Consultation on the proposed changes to the draft Local Plan ended on Friday 23 December 2016. The representations received were sent to the Planning Inspectorate, along with the proposed modifications to the local plan and supporting evidence on 10 March 2017.

A small number of additional representations have been submitted to the Council since the consultation on proposed changes closed in December. These have been sent to the Inspector who is aware that they were submitted outside of the 6-week consultation period. The additional representations can be viewed below.

The West Oxfordshire Local Plan 2031 was initially submitted to the Planning Inspectorate on 14 July 2015 for independent examination.

Inspector's preliminary findings and suspension of examination
The first Local Plan hearing session dealing with strategic matters, including the duty to co-operate and housing and employment requirements, was held between Monday 23 November and Thursday 26 November 2015. The Inspector's preliminary findings were published in December 2015 and are in two parts:

Based on his initial findings, the Council wrote to the Inspector asking him to suspend the Local Plan examination so the Council can prepare and consult on necessary changes to the plan, known as 'main modifications'. Please download a copy of the letter below:

The suspension was necessary to allow the Council to undertake further work and address the issue of 'unmet' housing need arising from Oxford City.
Pre-submission Local Plan consultation
We consulted on the Local Plan 2031 for a 6 weeks from Friday 27 March until Friday 8 May 2015. To view the comments received during this consultation please visit:
