Planning Applications can be made in the following ways:
1. online via the Planning Portal.
This is the quickest and simplest way to make your application.
Please see our 'Guide to submitting electronic files with Planning Applications' which contains advice regarding file formats, sizes and information which will help you provide good quality images and plans in electronic format.
2. In paper form.
Download and print the appropriate 1APP Form and Validation Checklist from the selection below and bring or post your application forms, plans and Validation Checklist to us.
Care should be taken to select the correct form as failure to do so is likely to result in your application being returned to you. Please send to us at West Oxfordshire District Council, Planning Services, New Yatt Road, Witney, Oxfordshire, OX28 1PB. If you are unsure, require assistance with choosing or completing your planning application form then please contact Planning Services online or by telephone on 01993 861420.
Your Planning Application should include:

Please also note that under certain circumstances (i.e. for larger applications where there are extensive plans or the supporting documents are large) we may ask for further copies of your application plans and details in electronic or paper form to allow us to consult on and assess your application effectively.
West Oxfordshire District Council recognises the urgent need to reduce greenhouse gas emissions and address climate change. It is forecast that here in Oxfordshire we will experience some of the more severe impacts over the coming century. We are likely to have hotter drier summers, milder wetter winters, greater extremes in temperature and precipitation and increased storminess.
Tackling climate change is a key Government priority for the planning system - an important aspect of which is to encourage more sustainable buildings.
There is a need for action now so we are introducing a form named 'Sustainability Compliance Statement' to accompany all planning applications, on which you will be able to explain how your proposal meets the sustainability requirements set out in 'Sustainable Construction Interim Planning Advice'. This form should be sent to us, with your planning application as a supporting document.
The main purpose of this document is to:
From 6 April 2010, there are new requirements for a design and access statement.
The new standard planning application forms include single forms for combined applications (e.g. an application for planning permission and listed building consent). Details for all the combination of application types and their numbers, are given below.
Note: If you are not submitting your application to us electronically, the following forms provided should be printed and completed manually. Remember we require 1 original & 3 copies of each document and plan to be submitted.
These forms should be used for householder applications for works to or within the curtilage of existing dwellings only. Planning applications are checked for completeness within 24 working hours of receipt and applicants advised of any omissions and how to proceed. If you are not the owner of the land to which your application refers, or the land is part of an agricultural holding and has a tenant, you should also download an Article 6 Notice which should be served on the owner or tenant, or published in a newspaper and, where relevant, on a website.

(If your dwelling is a Listed Building and the works do not require Planning Permission but the works of alteration to the building or structure require Listed Building Consent, please use the form type 11 below.)
Note: Applications for Major Planning Applications (i.e. an application for 10 dwellings or more; an outline application for residential on sites of 0.5 hectares or more; or an application for offices, general industrial, storage and distribution and shops where the floor space exceeds 1000sq m, you should use the Major Applications Validation Checklist
The Validation Checklist will be rigorously applied, with particular regard to the Affordable Housing Statement, Biodiversity Survey, Flood Risk Assessment, Planning Obligations and Statement of Community Involvement.
Failure to provide any necessary information required may invalidate your application and it will be returned to you as incomplete.
These should be used for General Planning Permission (New dwellings, Commercial applications etc).

However we reserve the right to ask for extra electronic or paper copies of plans or information we think is necessary to assess and publicise your application properly.

27. Application for Approval of Details reserved by Condition This form is to be used for the Approval of Details reserved by Condition of an existing Planning Permission or Consent. Under the terms of 'The Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations 2008', the discharge of conditions attached to a planning permission attracts a fee. Under this process, if the Local Planning Authority has not formally responded in writing to your request to discharge condition(s) within a period of 12 weeks from the receipt of your completed application, the fee will be returned to you.

33. Application to extend the time limit for implementation of an extant planning permission, associated Listed Building and /or Conservation Area Consent
This form should be used to make an application for a new planning permission to replace an extant planning permission, where the applicant is seeking to extend the time limit for implementation. It should also be used where an extant listed building consent or conservation area consent is associated with the planning permission, and the applicant wishes to extend the time limit for implementation for that consent also.
