Planning Applications can be made in the following ways:

1. online via the Planning Portal.

This is the quickest and simplest way to make your application.  

You will:

  • be taken step by step through the process
  • be able to submit and pay for your application, instantly.

Please see our 'Guide to submitting electronic files with Planning Applications' which contains advice regarding file formats, sizes and information which will help you provide good quality images and plans in electronic format.

2. In traditional, paper form.

Download and print the appropriate 1APP Form and Validation Checklist from the selection below and bring or send your application forms, plans and Validation Checklist to us.

Care should be taken to select the correct form as failure to do so is likely to result in your application being returned to you. Please send to us at West Oxfordshire District Council, Planning Services, New Yatt Road, Witney, Oxfordshire, OX28 1PB.

Your Planning Application should include:

  1. A completed Application Form
  2. Plans, documents and a 'Design and Access Statement' if required (see below)
  3. Completed Validation Checklist.
  4. A fee (if required)

(1 original & 3 copies of each document and plan is required)

Please also note that under certain circumstances (i.e for larger applications where there are extensive plans or the supporting documents are large) we may ask for further copies of your application plans and details in electronic or paper form to allow us to consult on and assess your application effectively.

Design and Access Statements

A 'Design and Access Statement' is required with certain planning application types before they can be considered 'valid'.

It is a short report accompanying and supporting a planning application to illustrate the process that has led to the development proposal and to explain and justify the proposal in a structured way.

Statements should be proportionate to the complexity of the application, but need not be long.

Design and Access statements are not required for the following planning applications types:

  • Change in the use of land or buildings,
  • engineering or mining applications, 
  • development within the curtilage of a single dwelling house which is not within a Conservation Area or A.O.N.B. (Area of Outstanding Natural Beauty), S.S.S.I. or World Heritage Site.
  • Advertisement consent, 
  • Tree Preservation Orders
  • Hazardous Substances, which are subject to separate legislation

 

Planning Application Forms and Validation Checklists

The new standard planning application forms include single forms for combined applications (e.g. an application for planning permission and listed building consent). Details for all the combination of application types and their numbers, are given below.

Note: If you are not submitting your application to us electronically, the following forms provided should be printed and completed manually. Remember we require 1 original & 3 copies of each document and plan to be submitted.

Your Planning Application should include:

  1. A completed Application Form
  2. Plans, documents and a 'Design and Access Statement' if required (see above)

  4. A fee (if required)

 

Householder Planning Applications

These forms should be used for householder applications for works to or within the curtilage of existing dwellings only.

N.B. The forms provided should be printed and completed manually. Remember we require 1 original & 3 copies of each document and plan to be submitted.

1. Householder Application for Planning Permission for works or extension to a dwelling

Note: Conservation Area Consent is only required for demolition in a Conservation Area and then only in certain circumstances.  When is Conservation Area Consent Required?                                                                                     

Please seek advice if you are unsure. If you complete an application form asking for Conservation Area Consent and it is not required, the form will be returned and you will be asked to complete the correct form.

3. Householder Application for Planning Permission for works or extension to a dwelling and Listed Building Consent for alterations, extension or demolition of a Listed Building

(If your dwelling is a Listed Building and the works do not require Planning Permission but the works of alteration to the building or structure require Listed Building Consent, please use the form type 11 below.)

 

General Planning Application Forms

These should be used for General Planning Permission (New dwellings, Commercial applications etc).

4. Application for Planning Permission (inc Change of Use)

Note: Applications for Major Planning Applications (i.e. an application for 10 dwellings or more; an outline application for residential on sites of 0.5 hectares or more; or an application for offices, general industrial, storage and distribution and shops where the floor space exceeds 1000sq m, you should use the Major Applications Validation Checklist.

27. Application for Approval of Details reserved by Condition This form is to be used for the Approval of Details reserved by Condition of an existing Planning Permission or Consent. Under the terms of 'The Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations 2008', the discharge of conditions attached to a planning permission attracts a fee. Under this process, if the Local Planning Authority has not formally responded in writing to your request to discharge condition(s) within a period of 12 weeks from the receipt of your completed application, the fee will be returned to you.
