Our new Local Authority Partnership Purchase (LAPP) scheme helps local people buy a home in the district.

It is for buyers who can afford mortgage repayments, but who cannot afford to buy a property outright, or who may not have the large deposit often required for outright purchase.

UPDATE 1 SEPTEMBER: Due to a high level of interest, any new applications will now be placed on a waiting list for consideration should anyone already registered be deemed ineligible. These will be assessed on a first-come, first-served basis.

 

How the new shared ownership scheme will help you buy a home

You can buy up to 70% share* of a home by obtaining up to a 90% loan to the value mortgage on your share.

We (the Council) will buy the remaining 30% (subject to an independent valuation done by a surveyor appointed by us). You will then pay rent to the Council for this share of the property. 

The scheme is available on properties for sale up to the value of £375,000 and within West Oxfordshire - so potential buyers do not have to choose from designated properties or sites.

The size of your deposit must be at least 7% (ie.10% of the 70% share) of the estimated value of the property.

*The Council will also consider a shared ownership ranging from a 50% ownership share to a 70% ownership share depending on specific circumstances.

Eligibility

We will assess each applicant’s eligibility and priority will be based on a point system focusing on:

  • Local residents
  • Key workers
  • Applicants with dependants (children/carers/foster care responsibilities)
  • Applicants living in council owned social housing or on the council housing waiting list
  • First-time buyers
  • Buyers with at least 7% deposit of the estimated value of the property, and who can meet the repayments

We anticipate a high level of interest in the scheme and in the event of over-subscription a ballot will be held.

Financial viability

You will need to meet the normal criteria of the mortgage lender.

The details of the successful applicants will be forwarded to our recommended broker, Censeo, to confirm financial viability. However, you are not restricted to using the Council’s recommended broker, and may arrange a mortgage independently.

This Scheme is run in conjunction with mortgage brokers and a number of high street mortgage lenders, including:

  • TSB
  • Halifax and
  • Nationwide Building Society
