What is the Community Infrastructure Levy
The Community Infrastructure Levy (CIL) is a charge placed on development, such as new homes and extensions to homes according to their floor area. The money generated from CIL will be used alongside Section 106 planning obligations to contribute to funding infrastructure to support development growth in West Oxfordshire.
We formally adopted our CIL Charging Schedule on 1 October 2025, with an effective charging date of 31 January 2026. Any CIL liable applications receiving planning permission on or after 31 January 2026 will need to comply with the CIL requirements and will be chargeable. Permitted development which does not require express permission from the Council may in limited circumstances still be liable for CIL depending on the individual size and type.
The Charging Schedule sets out the types of developments liable for CIL, and the amount that will be charged per square metre of additional floorspace.

CIL is indexed annually and the updated charging rate will be published on this website when the indexation takes place.
