Consultation on Proposed Main Modifications
Following the conclusion of the examination hearings in late June, the Inspector issued her post hearings letter to the Council (ED16) identifying that Policy 2 – Net Zero Carbon Development of the Salt Cross Area Action Plan as submitted is unsound, but that it could be made sound through proposed Main Modifications (MMs)
The Inspector asked the Council to prepare a schedule of Main Modifications for formal consultation based on those issues identified within her letter.
The schedule of Main Modifications is available to download below along with an updated Sustainability Appraisal Addendum Note prepared by independent consultants LUC.

Consultation on the Main Modifications took place over a 6-week period from 3 October – 14 November 2025.
In addition to the schedule of Main Modifications above, the District Council prepared a schedule of additional modifications which are available to download below.
The schedule was made available for information only because the additional modifications are of a minor nature and do not materially affect the soundness of Policy 2 or its supporting text.
In response to the Main Modifications consultation, responses were received from 12 individuals and organisations. Copies of these representations are available to download below together with ED21, a schedule listing the representations received, issues raised and the Council’s response to those issues.
