The Local Development Framework (LDF) is a set of spatial planning strategy documents which will guide future development in West Oxfordshire:
West Oxfordshire Local Plan 2031
The Council formally adopted the West Oxfordshire Local Plan 2031 on 27 September 2018 following receipt of the Local Plan Inspector’s report in August 2018. To view the adopted plan and other related documents see:
Oxfordshire Cotswolds Garden Village
Central government has announced that it will contribute funding towards a new 'garden village' to the north of the A40, near Eynsham.
The new settlement in this location will help meet housing needs in Oxfordshire in a sustainable way. To guide the development of the site, the Council will prepare a new Area Action Plan (AAP) during 2018/2019.

Housing Land Supply Position Statement (2018 - 2023)
The Council's most recent housing land supply position statement was published in November 2018. This explains which new housing sites are expected to come forward in the five-year period 1 April 2018 - 31 March 2023 and how this compares to the required number of homes. It demonstrates that at the present time the Council is able to demonstrate a 6.7 year supply of deliverable homes. To view the position statement please click on the link below.
Community Infrastructure Levy (CIL)
The Community Infrastructure Levy (CIL) is essentially a charge that may be levied on new developments to help fund local infrastructure such as roads, schools and open spaces. For further information please follow the link below:
Infrastructure Delivery Plan (IDP)
Alongside the Local Plan the Council has prepared an Infrastructure Delivery Plan (IDP) which sets out what infrastructure will be needed (schools, open space, roads etc.) to address the future level and distribution of growth set out in the Local Plan.

Strategic housing and economic land availability assessment (SHELAA)
As part of the evidence base to support the Local Plan, the Council has to prepare a strategic housing and economic land availability assessment (SHELAA) which assesses the potential suitability of land within the District for housing and economic development. The most recent SHELAA was published in 2016 and will be updated in 2018. For further information please see:
Oxfordshire Growth Board
The Oxfordshire Growth Board is a Joint Committee of the six Oxfordshire councils to whose role is to deliver major projects affecting the County for which joint working is necessary.
The Growth Board:
- oversees all the projects agreed in the Oxford and Oxfordshire City Deal and Local Growth Deals that the Oxfordshire Councils aim to deliver
- advises on matters of collective interest
- seeks agreement on local priorities
- influences local, regional and national bodies on issues of development and investment.

Oxfordshire Plan 2050
As part of the Oxfordshire Housing and Growth Deal agreement with the Government, the six Oxfordshire authorities have committed to producing a joint statutory spatial plan (JSSP), known as the Oxfordshire Plan 2050.
The Plan will relate to a broad range of social, environmental and economic issues affecting the county up to 2050.
Introducing the Oxfordshire Plan 2050 - Consultation
The process of developing the Oxfordshire Plan will involve wide-reaching consultation with communities and other stakeholders over the next couple of years. The first stage, 'Introducing the Oxfordshire Plan 2050', commences on 11 February 2019 and will run for a 6 week period until 25 March 2019.

Neighbourhood Plans are plans produced by local communities to guide future developments in their local area. They sit alongside the Local Plan and when adopted, are used to influence planning decisions. There are several neighbourhood plans underway in the District. Supplementary Planning Documents (SPDs)
The Council intends to prepare a number of supplementary planning documents to complement the Local Plan. SPDs have already been adopted for affordable housing and design with more to be added, to guide new developments around the district.

Brownfield land register
All local planning authorities are now required to prepare and maintain a register of brownfield (previously developed) land that may be suitable for development. To view the current brownfield register for West Oxfordshire click the link below:
Statement of community involvement (SCI)
The SCI sets out how we engage with stakeholders in relation to the preparation of documents such as the Local Plan. The SCI was updated in 2014 and can be downloaded via the link below.
Local Development Scheme (LDS)
The Local Development Scheme (LDS) is our timetable for preparing the Local Plan and other LDF documents. The Council’s most recent LDS was approved in January 2019 and is available to download below.
So that we know whether our plans and policies are having the desired effect, we are required to produce regular monitoring reports. As well as looking at the impact of policies, the monitoring report also considers whether the LDF timetable is being achieved.
