Supplementary planning documents

Supplementary planning documents (SPD) are additional to the local plan. They provide more detail on some policies and you should take them into account when making a planning application.

The West Oxfordshire Design Guide has been adopted and are part of planning policy. The others are being developed and updates will be added to this page as they progress.

Affordable housing

Affordable Housing SPD 

The Affordable Housing Supplementary Planning Document (SPD) was formally adopted on 27 October 2021.

The purpose of the SPD is to supplement Local Plan Policy H3 – Affordable Housing and provide detailed guidance on the delivery of new affordable housing in West Oxfordshire to support the Council, developers, housing providers and local communities.

A copy of the SPD is available to download below, together with an Adoption Statement and a Consultation Summary Report which sets out the main issues raised during the preparation of the SPD and how they were taken into account in the final document.

Developer contributions

The District Council is preparing a new supplementary planning document (SPD) on developer contributions to provide detailed guidance to developers, infrastructure providers and local communities on likely infrastructure requirements for developments in West Oxfordshire, so they can be factored in at an early stage. 

An initial draft version of the SPD was published for a six week period of consultation from 9 November to 21 December 2020.

The draft SPD is available to download below together with the responses received to the consultation. 

Nearly thirty representations were received in response to the consultation.

Consultation on revised draft SPD

Taking account of the comments received on the initial draft SPD, the Council produced a revised version which was the subject of a 4-week consultation from 17 October to 14 November 2022. Information can be found on our digital engagement platform commonplace: https://communityinfrastructure.commonplace.is/ 

All of the comments received will be carefully considered and any final changes will be made to the SPD before it is formally adopted. This is likely to be early in the 2023. Once adopted, the SPD will become a material consideration for any relevant planning applications.

Hanborough Station Masterplan

The Hanborough Station Masterplan SPD will be prepared by external consultants, jointly funded by West Oxfordshire District Council and Oxfordshire County Council.

The scope and timing of the SPD is currently being considered and further information will be published here in due course.

Combe Village Design Statement

Combe Parish Council have prepared a draft Village Design Statement (VDS) which is intended to provide design guidelines that can help to shape any future development so that it blends in with Combe’s distinctive rural landscape and heritage.

The Council published the draft VDS for a 6-week period of public consultation prior to it being considered for formal adoption as a supplementary planning document. The consultation took place from Friday 3 February – Friday 17 March 2023.

A copy of the draft VDS is available to download below. Also available is a consultation summary report which explains the outcome of a previous consultation led by Combe Parish Council and how the comments raised have been taken into account in the draft VDS.
